>> reporter: we're live in morgan hill -- near morgan hill where you can see 101 southbound is still shut down after a tanker crashed. we'll tell you how long it could be before this is open again. >> reporter: one storm has blown through the bay area, leaving us with scattered showers this morning. but more heavy rain is on the way. a lot of people will be filling up sandbags today to try to prevent flooding here in marin county. we'll tell you about the preparations underway and show you some of the damage from yesterday's storm. everything else can be

replaced. >> the damage left behind this morning after a fire in san jose. it forced more than a dozen people out of their homes. we cannot breathe back here. go. >> dramatic video from a plane that just landed at the oakland airport. what forced passengers and crew to evacuate. "mornings on 2" starts now. good morning, welcome to "mornings on 2." we're live in morgan hill, where you can see a tanker truck still on the side of highway 101. it crashed early this morning, spilling thousands of gallons of gas and shutting down the southbound lanes. ktvu's tara moriarty has been on the scene since 4:30. she'll tell us when the lanes could reopen coming up in a live report. i'm tori campbell. >> i'm dave clark. >> let's talk about weather and traffic. should we take an umbrella.

>> i would. but you will need more than that tomorrow. there's still rain falling. nothing too heavy. there have been bursts of moderate rain. morning rain, partly cloudy, breezy to blustery. tomorrow, this looks really good to me. there is a lot going on here. we'll have more rain, heavy rain, high wind watch will be upgraded to a warning. the heaviest rains will be around the santa cruz mountains. you can see pretty good swath of rain from southern marin county. terra linda had 2.30. also stretching out across parts of san pablo bay, towards vallejo, benicia, maybe around hercules, also pinole. heading towards cordelia and fairfield and also the east bay. nothing too heavy but it's on

its way. 24 la fayette over towards san ramon, danville and probably out towards brentwood and antioch. up north still going up into mendocino county and lake county. 1 to 2.50 amounts. a little bit. not too much but a little bit favoring the peninsula. 50s on the temperatures. but the breeze makes it feel cooler. there goes one system. this one looks good. it will get howling wind advisories tonight, tomorrow. this looks really ramped under here. rainfall between now and sunday will be good again but i think the heaviest will be santa cruz mountains south. partly cloudy after our morning rain. breezy to windy. about time. sometimes be careful what you wish for. tomorrow night could be really windy. 50s, 60s. here's sal. we're looking at a commute that is somewhat rough. it's still wet from the overnight rain that steve talked. he also mentioned there is rain

move through -- moving through. that's not good for traffic. traffic on interstate 880 is a little bit slow. just as steve mentioned, some of the rain moving through, it's a little gusty, windy. some people have tweeted me about gusty winds on the benicia bridge, carquinez and the richmond bridge. 580 as you come through livermore, still a little bit set back. we had earlier problems. 580 is slow over to the altamont pass. the nimitz freeway is gonna be slow just south of leleling down to fremont. the southbound lanes of highway 101 in santa clara county are still shut down. that's after a tanker truck crashed earlier this morning. tara moriarty is there live with other problems the crash is causing. >> reporter: well, the evacuation order has now been lifted for the 14 homes that have located just around this tanker crash. also the winds have really picked up. a lot of the fumes from the

gasoline that were so strong and pungent earlier this morning, they have now dissipated. it's a lot easier to breathe. you can see the car is getting ready to be towed. this is the car that caused the crash on 101 southbound past tennant avenue. it crashed into the median and then hit -- sideswiped the tanker truck that you can kind of see behind it if we pan to the right. you can see the tanker truck driver swerved to miss him and ended up flipping over and landing where it did in that ditch. what ended up happening, you can see them pulling out that long pole, that's because they are siphoning out gasoline that spilled. this truck holds 8,000 gallons worth. we know that 4,000 gallons spilled on the roadway. joining me live is mike mathieson with the santa clara county fire department to tell us more about what these guys are doing. you've been doing this process since 3:30 this morning. hopefully, soon you will be

wrapping up? >> 8500 gallons, fully loaded. we lost 3,000 of it in the creek and have siphoned out the remainder. you we have to get it out so we can remove it from the shoulder. >> reporter: and that will be tricky. >> yeah, it's stuck in four feet of mud. normally when the hazmat crew from santa clara county fire removed the product out of that, normally there's movement. but there's no movement so it's wedged in the mud. >> reporter: we know the environment has been impacted because of the fact that this gas spilled out. do you know where it went and what is gonna be done there? >> we lost 3,000 gammens of gas into a storm drain that went into the creek that dumps into the river. so the california department of fish and game is working with the environmental cleanup company to mitigate the hazard along the creek as we speak.

>> reporter: it will likely end up in the ocean? >> some of it will end up in the ocean. >> reporter: thanks for joining us live. we appreciate. calfire is out there, hazmat crews, fish and game, office of emergency services. a lot of folks out here, caltrans as well as the chp just trying to get a handle on the situation. because you can see this freeway is completely blocked off. they have set up this makeshift command post. they have several rigs parked here. so definitely gonna be some time before this is true here and to the -- through here and to the left, if we pan over, you can see, this is northbound 101 and in the direction of the commute. you can see it's pretty sluggish. but the good news in the other direction southbound, we shouldn't see too much of an impact, because it is an opposite way of the commute. do want to mention the driveert truck was taken to the hospital we believe with non-life- threatening. we know that the driver of the car was released.

so no word yet on whether he was cited for anything. for now, 101 southbound again shut down if you are coming in this direction, you will have to get off at tennant avenue and have to get back on at the next exit. give yourself a little built of extra time. we're live near morgan hill, tara moriarty, ktvu channel 2 news. >> all right. thank you. 7:08. now onto storm watch. steve says there may still be a few scattered showers. but for the most part, the next round of storms comes tomorrow morning. ktvu's alex savidge is live in san rafael at a fire station where they have sandbags for people who want to be prepared. good morning, alex. >> reporter: well, good morning to you. we're sort of in between the storm systems right now. folks up here in marin county know they are not out of the woods just yet. more heavy rain expected tonight into tomorrow morning. that's why fire station number 2 will be a popular spot here in san rafael. a lot of people likely driving by. they have sands, bags. i didn't do a good job of filling those bags. a lot of people will be coming

here. they will need the bags to protect the homes against the possibility of flooding with heavy rain moving into this area. let me show you what things look like last night. this was as the storm system blew through the bay area bringing heavy flooding up in the marin county area. this is video along highway 1 south of tomales. there was a large tree that toppled last night near marshal, along highway 1. that tree came down on top of power lines. the same thing happened across the bay area yesterday because wind gusts were topping 50 miles per hour in some areas. a lot of those downed trees, triggered power outages. as the rain continues tomorrow. people here in san rafael are telling me they are bracing for a lot of problems. >> my gutters are -- i don't know. i rake the leaves, urknow, my land lady asks me to rake the leaves. i do that. it doesn't seem to matter. there's big puddles and

everything and the garden floods and there's mud everywhere. >> reporter: pg&e is telling us right now, there are actually some scattered power outages still in the north bay as the result of yesterday's storm, about 150 or so customers do remain in the dark this morning. their power should be back on by this afternoon. pg&e also says they have additional crews that will be on standby to deal with any rain-related outages over the next couple of days. again, as we bring you back live here, this is fire station number 2 where they do have sand, a lot of sandbags and anyone can drop by here and pick up these sandbags for free to protect their homes from the possibility of flooding with another round of heavy rain moving into the bay area by friday. we're live this morning in san rafael, alex savidge, ktvu channel 2 news. >> thank you. and you can get the weather forecast to go on your smartphone or tablet with ktvu's weather app. it has live radar and forecasts

from our weather team. it's available for apple and android users. 7:10. lawmakers in sacramento expected a vote today on the $687 million drought relief plan for california. state assembly and senate budget commit tees passed the bills yesterday -- committees passed the bills yesterday days arthe proposal was announced by the governor and leaders. now, most of the money will go to water conservation and recycling projects. it also gives $15 million to communities with dangerously low water supplies. it also calls for tougher penalties for illegally diverting water. 7:11. smoke forced passengers to evacuate a plane at the oakland airport right after it landed. >> we're evacuating. >> please leave all of your personal belongings behind. we'll let you back on when we've cleared off the plane. >> a passenger shot this video showing the chaotic moments on delta skywest flight 4454 from

l.a. passengers say they were told to get off the plane as smoke filled the cabin. this happened after it landed. delta is looking into the cause of the smoke but says no one was hurt. passengers were allowed back on the plane after 20 minutes to get their belongings. 7:12. sentencing today for a san jose man who pled guilty to attempting to set off a bomb outside of an oakland bank. a judge is due to sentence mathew lanazia for his role in a homegrown terror blot. prosecutors say he tried to blow up a bank of america branch in oakland last year because he wanted to start a civil year. prosecutors believe he planned to flee to afghanistan after that proposed attack to help train taliban fighters. defense lawyers argue llaneza suffers from mental illness. we have new information about one of the men who pled guilty to beating bryan stow. a judge ordered marvin norwood

to remain in custody on an unrelated weapons case until his trial begins. the judge called him a flight risk and danger to society. last week, he was sentenced to four years in prison for beating stow outside of dodger stadium in 2011. his codefendant, louie sanchez, has five years left in his eight-year sentence. brian stow was among those attending the memorial in santa cruz honoring two fallen police officers. stow was a paramedic from the santa cruz area. and he was among the large crowd that came out in a rain storm to honor butch baker and detective elizabeth butler. exactly one year after they were killed in the line of duty. colleagues of the fallen officers say they are touched by the large turnout. >> i really feel like the community is saying we're still here with you. we're in this together and we won't forget the sacrifices of

these officers. >> santa cruz police unveiled a new badge for the department at yesterday's ceremony. it has the badge numbers of the two officers killed and their end of watch date. 7:13. vandals are targeting one of wealthiest areas in the bay area. obscenities were scrawled on nine homes on a car last week in the lynndenwood area of atherton. the vandals used black spray paint to write a message condemning the "top 1%." the average home in the neighborhood goes for $7 million. police are investigating whether vandals are teens or if this is part of a protest like the occupy movement. one official says he expects there to be a surge in security cameras installed in the area as a result of this vandalism. 7:14. forced out of their homes in the middle of the night, where a big overnight fire happened in the south bay sending over a dozen people on the street including eight children and what we're learning about where it started.

welcome back. 7:17. major security changes planned for the boston marathon this year after the deadly bombing last year. runners won't be allowed to carry bags of clothing to either the starting line or the finish line. instead, they are gonna be allowed to check in their gear

in special approved bags on the morning of the race. also, spectators carrying large bags could be searched. this year's boston marathon is scheduled for april 21st. 7:17. palo alto police could provide security at the new 49ers stadium in santa clara. the peninsula daily news reports the palo alto city council is considering an agreement that would allow off- duty officers to work at the stadium. hours worked in santa clara would not be used to calculate overtime or other benefits. the city of santa clara would also pay for any injuries suffered by the officers. you've been listening to steve. well, in less than three hours, a joint project between the united states and japan will blast off into space. it's a new weather satellite called the global precipitation measurement core observatory. it will measure rain and snow levels all around the world. this was built at nasa's spaceflight center near

washington, d.c. it was shipped over to japan for today's launch. knowing where and how much rain is falling at any time, that's gonna help improve weather forecasting. and that could help us cope with the drought conditions here in california. 7:18. a new business in roseville is charging customers for cuddling. yes, getting a hug from a cuddle connection employee will cost you $29. no comments over there from the weather center, steve. this will cost you $29 for half an hour. an hour long session is $49. the owner of the business says no inappropriate touching is allowed and says her service is similar to a massage. similar businesses have opened in portland and new york city. but this is the first known business of its kind in northern california. >> how much? >> $29. >> $29. >> for half an hour. >> i was writing it down for steve in case he was interested. >> or maybe sal.

4.66. that's 104% of normal. the last seven months combined was 2.14. so they've had double in february what they've had for the last sev months. san ramon, hayward. east bay, there's the heavy cell around 580 up in the oakland hills. it looks like the oakland zoo to be honest. wrapping back around alameda, oakland, 580, probably a good burst there as well as towards orinda and moraga. still going in the mendocino county and also lake county. if anyone is up there in cobb mountain. i know you are up there. it looks like rain but maybe there's mixed precipitation. a little around the sunol grade, pleasanton, 580. we'll have to keep an eye on that. bridgeport has had 5 inches and rain turned to snow in the sierra overnight.

there's been complaints for years for public housing in richmond. this includes cockroaches, bedbugs and mold. the housing authority said it was taking immediate steps to address the complaints. those nutrition labels you see on food, they may be getting a makeover for the first time in 20 years. today, the food and drug administration is presenting the new look proposal. now, it includes calorie counts and the number of servings in a single package in bigger and bolder types so you can read it

easier. serving sizes would be updated to make them more realistic. nutrition facts would also include vitamin d and potassium and how much sugar has been added to a product. don't look for the new labels right away. this may take years to get them approved. 7:27. the spicy spell of chili sauce will continue to drift out of a southern california factory. at least for a little while longer. the irwindale city council held a hearing on complaints over the plant that makes the popular hot sauce. some neighbors complained that odors from the plant caused their eyes to water. they had difficulty breathing during chili grinding season. >> five of them have asthma. it's bad for them. they cannot breathe. >> i have asthma. >> people there say no one is angry. they just want to find a way to keep the fumes inside the plant.

some of the fast track lanes are faster. this is a look at the commute on 880. it's slow heading south as we have a big backup out of hayward to fremont this morning for this southbound commute. whenever it rains, the traffic slows which you probably already know this. 580 westbound is slow on the altamont pass and getting into the main part of livermore. we go over to the peninsula. southbound 280 out the daly city is slow to san bruno because of an earlier accident at hickey. and, of course, we're watching the 101 closure southbound 101 at morgan him as they continue to have -- morgan hill as they continue to have the closure. northbound traffic is going to be very slow past tennant road. people are slowing to take a look at the overturned tanker. a fire ripped through a san jose townhome complex, leaving people homeless. it happened in south san jose. janine de la vega is out there now. you've been out there all

morning. what's happening out there now, janine? we're behind the -- >> reporter: we're behind the complex. there is a crew boarding up this town home unit. take a look at the damage. you can see the whole roof of this carport was completely burned off. these two cars destroyed inside the town home, it's gutted. the woman who lives here said she heard cracking and popping and she looked outside and she saw the orange glow. now, in this cell phone video that we exclusively obtained. you can see flames and smoke coming from the town home complex on chynoweth near snell. the fire grew to three alarms. it grew in the car poet air you port area and spread. the damage to the complex was extensive. one family lost all of their belongings, they are devastated. >> that's the only thing that's

keeping us is alive. they all made it out safe. no -- no breathing problems. not inhaling smoke. everything else can be replaced. >> reporter: one unit was completely destroyed. two others were badly damaged. the red cross is putting the families in hotels. the residents are curious to find out what caused this fire to start. an investigator was out here earlier to collect evidence and conduct interviews. >> we're not calling it suspicious. we're not gonna rule out arson either. we don't know what caused the fire. we'll continue our investigation. as the sun comes up, we may be out here digging more. >> reporter: back out here live, you can see the townhome has been boarded up for safety. not muchs with salvageable from this unit. the other two families in the other units lost belongings but everyone is grateful that they made it out alive.

they are all grateful for all of the work the firefighters did here and for the red cross. reporting live from san jose, janine de la vega, ktvu channel 2 news. 7:36. now back to stormwatch. the chp has some highway safety tips as we get ready for round 2 of this week's storms tomorrow morning. there are always a huge number of crashes and fender-benders when the highways get wet. sal usually says too many to mention. drivers should stay way behind the cars in front of them and slow down for safety. don't want to hydroplane. chp is urging drivers to use this brake to make sure the windshield wipers are working properly and they should have their brakes and tires checked. many cities are offering homeowners free sandbags. some call nilled. people filling up sandbags are stocking up because their homes have flooded in the past and they don't want it to happen again. to find out where you can pick up sand backs in your area -- sandbags in your area go to

whether b.a.r.t. strikes will be allowed in the future. when the board meets tonight. bawrd board president joe keller plans to lead a discussion about the future of b.a.r.t. strikes. he proposes an advisory ballot measure that will be asked to voters in november whether the state legislature should prohibit transit strikes on b.a.r.t. last year, as many people recall, union workers walked off the job twice in july and october and the strike inconvenienced tens of thousands of people across the bay area. as we mentioned this remains a pretty hot topic, especially for b.a.r.t. riders simply caught in the middle. here are some of the reactions on this proposal. >> my mom is a teacher and she gets paid, you know $50,000 a year which is what a janitor gets paid at b.a.r.t. you can -- the fact that all of these salaries and everything is public record doesn't help their case. >> i always side with the labor over the management. i don't think it's a good idea to ban the strikes completely. i really think they are being

charge children. >> reporter: last weekend, keller pinned a piece in the times where he said he wanted to allow the voters in the three counties that make up the b.a.r.t. district to send a message to lawmakers that the current must be changed. esays i believe we need to move to a system of contract dispute resolution that prohibits ork work stop ages with binding arby -- work stoppages with binding arbitration. they plan to have five nighttime meetings between tonight and june on the first thursday of each month. they hope the public turns out. tonight's board meeting begins at 5:00 p.m. at the kaiser center in oakland. we're live in rockridge, brian flores, ktvu channel 2 news. a workshop tonight in fremont to educate people about the use and instammation of home video surveillance cameras has proven to be extremely popular. police departments are increasingly using images from

home surveillance cameras to help them identify and arrest criminals. this is an example of surveillance video of a home burglary in fremont in december that led to an arrest. the police department says so many people signed up for the workshop they had to move it to a larger space and they don't have room for any more people. two very brave and gutsy convenience store workers in richmond turned the tables on an armed robber. it was all captured on video. it happened on san pablo here early yesterday morning. the gunman in the dark clothing walks in, points his gun at the store clerk. well. clerk reaches over, grabs the gunman's gun right there and then a second store employee rushes in and immediately tackles and takes down the gunman. that clerk, joe williams, thrown to the ground like a pro wrestler. >> i was real nervous. at the time, my adrenaline took over and i didn't think twice about it. i was afraid what would happen.

>> williams held that gunman on the ground until the police arrived. they say williams was heroic and may give him a medal for his bravery. however, they don't encourage or advise citizens to ever confront a person with a gun. arizona governor jan brewer vetoed a controversial bill that critics say would have been a license to discriminate against gays and lesbians in the name of religion. >> thank you, jan! thank you, jan! >> people who opposed the bill celebrated. the arizona legislature passed the measure which would have allowed business owners to refuse service to gays and lesbians based on the bis owner's -- based on the business owner's beliefs. time is now 7:42. we're still following developments in ukraine. tensions are very high in the southern part of the country that has strong ties to russia.

now, pro russian government seized local government buildings and raised the russian flag. tensions are high between the now government and pro russian activists. there are reports that the ukrainian president driven out of power is now in russia where he's asked for protection. there are also reported that north korea launched four short- range missiles. the launches come as the u.s. and south korea are carrying out joint military exercises. now, north korea called these exercises a rehearsal for invasion. presumably, the missile launchers are a reacaction to thes -- reaction to those military exercises. allegations of a sexual assault on a cal campus are not being taken seriously. the action 30 women are taking themselves. and a bizarre attempted murder case in the south bay. police say the weapon was a

speeding car targeting total strangers. good morning. right now we're looking at a commute that's still busy in many area as we look at the san mateo bridge. it's pretty heavy and gusty wind on the span reported. still some rain, but on the -- on the western edge of it, sun is out. we're in between systems. don't get used to any breaks. there's a real good-looking system for tomorrow. i will have details coming up shortly.

stocks are up and down after big retailers including j.c. penney and best buy reported strong earnings. janet yellen testifies before the banking committee later today. the dow is up just a fraction. the nasdaq up 4. s&p down

slightly. 7:46. rapists on campus. that's a claim filed by women at uc berkeley. pam cook is in the newsroom now to tell us about the fight to keep students safe. >> 31 women filing a federal complaint that states uc berkeley has violated their rights and is not doing enough to stop sexual assaults on campus. former and current students say they have been and continue to be victims because of some dangerous people on campus. they say the university does not take sexual assaults seriously. one student says she and three other women were assaulted by the same male student on different occasions and that nothing has been done about it. >> there was no attention that was paid whatsoever to the fact that he might assault someone again that he might assault me again. >> our hearts go out to them for the unimaginable trauma that they've been through. >> now, the school says it was taking action even before this complaint was filed. those include adding a staff

member to help sexual assault survivors as the case is investigated. now, in our next hour of "mornings on 2," the shocking response, the young women say they got when they tried to prosecute their attackers. reporting live in the newsroom, pam cook, ktvu channel 2 news. >> all right. thank you, pam. 7:48. a south bay man is in jail facing felony charges in a bizarre attempted murder case. police say he intentionally rammed his car into a stranger's home. it happened yesterday afternoon along san tomas road in campbell. police say the driver may have been going 60 miles an hour when he smashed his car into a home that was apparently picked at random. police say a woman and her two young children were also in the car. they were checked out at a hospital and released. the people inside the house were not hurt. campbell police have identified the driver as 27-year-old anthony mcsherry. he faces charges of attempted murder and driving under the influence. we know we have rain and

wet roads. sal, you are seeing all kinds of stuff this morning. >> yeah. one of the worst areas around the bay for traffic would be the peninsula. it looks like it was raining there recently and 280 right between let's say daly city. this whole area between daly city and san bruno, i would avoid it. northbound 208 at hickey, they are still clearing an accident. there were minor fender-benders before this area. what i would do instead, use 101 as an alternate and head down the peninsula or if you want get on 280 somehow after 380. unless you want to be stuck in a bunch of slow traffic. i do not recommend 280 in either direction between daly city and san bruno. we also want to mention the bay bridge toll plaza. the traffic here is going to be backed up for about a 25-minute delay. this is a look at interstate 880 in oakland. both directions of traffic is moderate. i also want to mention we still have the closure in morgan hill of that big rig that flipped

over. we'll have more on that coming up later on. let's go to steve. some drier air is definitely punching into the west. we still have rain. we're in between systems but the leading edge of the next one is right there. it will be here tonight and the wind machine will crank up big time. cazadero 2.70. terra linda, 1.30 there. blossom hill, 1.94 and clearlake, that's chloe up there 1.73 and napa picked up an inch. can anybody beat that? cobb mountain, 3.50. lexington reservoir 2.25. san rafael 1.86. san bruno mountain, 1.49. not too bad. san francisco now, officially .96 for the month. 4.70. that's 104% of normal. the last seven months was 2.1 4. so february is double what

they've had for the last seven. alma mow, danville, wrapping back around. been some good busts of rain up in the oakland hills. stretching from walnut creek. it looks like la fayette out to clayton. antioch, baypoint and probably just near oakley as well and then up into mendocino county, lake county still going up there as well. it looks like things are calming down a little bit. there were reports. widespread 2-inch amounts to the north. 50s on the temperatures. i don't think they've budged all morning long. that's drier air coming in. i think by 9:00, we'll be all done. there's two lows here. it's called vertically stacked. it goes from the surface to the upper atmosphere. we don't see that often. this one may swing in. the projection is to bring the low and surface low in which would give us a very windy pattern. i think really heavy rain from santa cruz mountains south.

the trial period for a private security company patrolling the rockridge district in oakland is coming to an end. the company says it's not profitable for it to say on the job. they began to patrol rockridge last october after armed robbers targeted commuters. they agreed to patrol the area until the end of the month. they will not extend the contract. the community group who hired the company says another company will take over patrols next week. a special three-day operation in marin county has led to the seizure of a cache of weapons. these are some of the assault weapon, shot guns, rifle, handgun and ammunitions seized from people banned by law from owning firearms. the marin district attorney

sent his team to go out after illegal gun owners who have been convicted of a crime or have been the subject of a restraining order or they are mentally unstable. law enforcement made contact with 29 people during last week's operation including a man from novato with a history of mental illness. >> we learned he was recently reless from a mental facility. he was cooperative with us. we found numerous weapons. >> the state of department of justice says there are more than 29,000 californians who are illegally in possession of more than 40,000 guns. 7:56. a bay area disk jockey who went on to national fame as a tv game show host has died. >> here's the star of the show and your host, jim lange! >> lange began his radio career in minnesota and moved to san francisco. he became known as the all- night mayer on kgo. he later hosted "the dating

well, that's dramatic. live pictures welcome back to "mornings on 2." we're looking at this operation in the south bay. we've been following it all morning. the rain is what everybody is talking about causing major problems on the roads. take it easy. look at the traffic jam. this mangled mess has shut down southbound traffic on the 101 at tennant avenue in morgan hill. that tanker flipped over early this morning, leaked gas in the area. now, tara moriarty just got word on when the lanes might reopen and she'll have all of the details coming up. >> and i want to point out traffic in the other direction looks like it's going really slow. that would be northbound. the southbound direction is completely shut down.

people are -- that's still a dramatic site to see. >> you have the looky-loos and it's a major mess. tara will be here in a moment. i'm dave clark. >> i'm tori campbell. quick look at weather and traffic. steve, you tell it like it is. you say tomorrow will be a big one. >> i think tomorrow looks pretty wild, wicked, if you will. because there will be a combination of wind and rain. it's tracking a little farther north than it was a couple of days ago. we still have some rain here. but there's definitely blue sky out there. cazadero, 2.70. terra linda, 2.30. napa had an inch. but some of the heavier amounts were definitely up towards lake county or mendocino county. cobb mountain, 3.50. ben lomond, 2.50. lexington reservoir 2. el cerrito, over an inch. hayward hills .80. not too bad. look at this. a little line by rossmoor.

alamo, danville, back to the east bay hills. also a little bit -- it looks like it's calming down. still rain into lake county, parts of mendocino county. not done yet. farther north it will last longer. but there's definitely some breaks and blue sky. it won't last long. we'll have some sun today but a rampup in the clouds and the wind by tonight. there goes the first system. this one is looking better. we'll tackle it later today, tonight. partly cloudy, morning rain. breezy to windy. it's surning more southerly. 50s and 60s. here's sal. right now, steve, the traffic is doing very well in many areas. but not so well here. now, steve has been talking about how it's been raining in some areas whenever it does rain, the traffic slows down. it's improved on 24. but the drive time is still elevated. it's 12 to 15 minutes. sometime we have drive times that are as low as eight to ten

minutes driving between 680 and the tunnel. bay bridge toll plaza has been dry here. it's about 25 to 30-minute drive time. still have the closures. southbound 101 at tennant road because of the overturned gas truck. but the delay has been northbound on 101 because people are slowing to take a look at the problem. southbound is slow down. northbound is a mess. we're stilling with developing news from southern scleauk county the southbound lanes of highway 101 still shut down. we just showed you a moment ago near morgan hill because of a gasoline spill. tara moriarty has been out there all morning. you can tell us when the freeway may reopen, tara. >> reporter: we're hoping that could be any minute. the chp is working really hard. they have all of the debris and cleared. all of the emergency vehicles are cleared. they are done siphoning the gas out of the tanker.

it was stuck in four feet deep. the evacuation order has been lifted for the 14 homes lifted. we're on 101 southbound, past the tennant avenue exit. 1:00 this morning. the chp says that a driver was speeding on the rain-slicked freeway. he lost control. hit the center divide. and the truck driver swerved and ended up in a drainage ditch. 3,000 gallons of gas spilled into the ditch, possibly into the drain. >> oits free flowing because of the rain -- it's free flowing well because of the rain. we did the best we could to stop the flow and drug up the rains before more got into the water system. >> reporter: the driver had just refueled and said his tank holds 8,000 gallons. we just spoke to it fish and game and they believe that 1600

gallons made it in the drain. crews are trying to lessen any environmental impact. the tanker driver was taken to the hospital with noun life- threatening injuries. crews including calfire, santa clara county, emergency services and the coast guard are examining creeks to see if there are any areas affected by the gas spill. traffic is starting to ease up a little bit. if you can take a look over here to northbound 101. you can see that it's very sluggish because this is the direction obviously of the commute. so it is slow starting to pick up and then i'm taking a look over here into the lanes and i can see far back over in this direction that it is absolutely clear. so really it shouldn't be too long. we'll be sure to tweet it out and keep you posted when 101 southbound near tennant avenue is opened. tara moriarty, ktvu channel 2 news. to the stormwatch. steve has just been telling us

there may still be a few scattered showers this morning. but for the most part, the next round of storms will be coming in tomorrow morning. it will be even stronger than the last storm. alex savidge is live in san rafael at a fire station where they have sandbags for people who want to be prepared. good morning, alex. >> reporter: good morning, to you. the sun is out here. we have a bit of a break between the storms. a lot of folks up here in marin county are bracing for more rain and a lot more of it coming on friday. you can get today, a lot of people will be filling up sandbags like this one just to be prepared. they can come here to fire station number 2 where you can see they have the sand and the bags all ready to go for folks who want to protect their homes against flooding. this storm that blew through the bay area left behind quite a bit of damage and a mess in some spots. here in marin county, there was some significant flooding along highway 1 near tomales and as a

large tree toppled during the storm. it came down near power lines on marshal. a lot of other downed trees all around the bay area because of the winds. gusts that topped 50 miles an hour in some areas. those trees led to quite a few power outages. as the rain continues tomorrow, people here in san rafael are worried about flooding and other problems. >> i'm lucky i have an elevated house. i have to go up steps to get to my house. i live by the creek. but if it overflows, i don't have to worry about it unless it overflows ten feet. >> reporter: a lot of areas around town see significant needing when the rain is heavy. pg&e says they are dealing with scattered showers around the north bay as a result of yesterday's storm, about 150 customers remain in the dark but they hope to have the power turned back on for those folks

later on this afternoon. pg&e on the whole has extra crews on standby around the bay area just to deal with all of the rain-related outages that they expect over the next couple of days with more heavy rain moving in on friday. again, fire station number 2 here near central san rafael, free sandbags ready to go for folks as the next round of rain moves into the area for friday. we're live this morning in san rafael, alex savidge, ktvu channel 2 news. it's 8:09. lawmakers in sacramento are expected to vote today on a $687 million drought relief plan for california. state assembly and senate budget committees passed bills yesterday just days after the proposal was announced by the governor and democratic legislative leaders. most of the money will go to water conservation and recycling projects. it also gives $15 million to communities with dangerously low water supplies and it calls

for suffer penalties for illegally diverting water. officials say a problem with an air-conditioning unit caused a plane to fill with smoke at oakland international airport forcing passengers to evacuate. >> we're evacuating. >> please leave all of your personal belongings behind. we'll let you back on when we clear out the plane. >> this happened shortly after delta's skywest flight 4454 from l.a. landed at oakland last night. passengers, as you heard, were told to leave their luggage and just get off the plane as quickly as possible. they were allowed to return for their belongings after 20 minutes once all of the smoke had cleared. we have new information about one of the men who pled guilty to beating bryan stow. marvin noerdwood was ordered to remain in custody on an unrelated charge.

last week he was sentenced to four years in prison for beating bryan so outside of dodgers' stadium in 2011. he could have been released soon due to the time he's already served for the brian so case. now, his codefendant, louie sanchez, has five years left in his eight-year sentence. meantime, bryan stow was among those honoring two fallen police officers. he's a paramedic. he was among this huge crude that came out in a rain storm to honor saturday gent butch baker and detective elizabeth butler exactly lun year after they -- exactly one year after they were killed in the line of duty. >> i feel like the community is telling us we're still here with you. we're all in this together. we're not gonna get the sacrifice of these officers. >> santa cruz police unveiled a new badge for the police departmented a yesterday's

jacqueline fell is live in washington, d.c. to tell us about the new labels. jacqueline? >> reporter: the first lady says these labels are out of date. she is at the white house right now to speak about the changes she wants to see on these labels. right now speaking. let me show you what the first lady and the fda want these new labels to look looking. you can see the calorie count is more prominently displayed. ther is ferring size to -- the serving size would change to reflect the larger portion. the label will include added suge,ars -- sugars. being removed would be calories from fat, and transfat would remain. >> the changes are expected to cause the food industry about $2 billion. the public now has 90 days to comment and tell the government what they think about the

proposed changes. reporting live in washington. jacqueline fell, ktvu channel 2 news. >> thank you. 8:16. major security changes are planned for the boston marathon this spring after the deadly bombing at the finish line last year. runners will not be allowed to carry bags of clothes to either the starting line or the finish line. instead, they will be allowed to check in gear and special approved bags on the morning of the race. spectators with large bags could be searched. >> we want to have measures imposed that runners, spectators, workers can see so that they know that the security that they depend on will be there. >> this year's boston marathon is scheduled for april 21st. 8:17. well, the mayor of boston says he will boycott the annual st. patrick's day parade unless gay groups are allowed to participate. he's trying to work out a deal

that would allow gay veterans to march in that parade. parade organizers have refused. that parade attracts a million people every year to south boston. another person has died from the flu in the area. the contra contra costa woman was in her 40s. doctors did not say if she had a vaccination. this brings the number of totals to seven since december. there have been at least 49 flu-related deaths all over the bay area. you can see on our map that santa clara county has the highest number with 15 deaths reported. health departments say they only count flu deaths when the person is younger than 65. san francisco community leaders meet tonight about reducing the number of pedestrians and bicyclists hit by cars. five pedestrians have been killed in the last two months. there were 21 deaths last year. tonight's public meeting it will focus on older pedestrians

and people with disabilities. that meet be will be at the first congressional church at polk and bush. the stores open at 6:00, the meeting starts at 6:30. we want to check in with sal who has been busy. you and steve don't have your feet on the desk this morning. >> no it's been rough on the commute with the rain. but everyone knows we need it. southbound 101, we do have slow traffic approaching the closure at tennant avenue. they are making progress on that. but the lanes are still closed. they should have the lane open any time soon. but northbound 101 is slow. northbound 280 is doing well in san jose as you drive through. 280 in south san francisco and daly city is finally improving after earlier problems have been cleared. when you get to the bay bridge tone -- toll plaza, it's still backed up for 15, 20 minutes.

palo alto police could provide security at the new 49er stadium. the daily news reports the palo alto city council is considering an agreement that would allow off-duty officers to work at the stadium. hours worked in santa clara would not be used to calculate overtime or other benefits. the city would pay for injuries suffered by officers at the

stadium. the vta is getting ready for the opening. between 70 and 80 cars will be in service on game day. it is building areas near the station where extra trains can be stored. >> you can buy a ticket on your phone or tablet and then just hop on the train. >> there are still some issues to be worked out. the there is an update on a story about a pet mart store employee accuse accused of several burglaries on the peninsula. they have linked three additional residential berlies to ashley kirk and her husband, juan ramos. authorities say kirk used her position at pet smart to learn which families boarded their pets and when they were out of town on vacation. police say the couple would ransack the empty homes.

8:32. let's go back to the desk. investigators are trying to figure out what causeddage early-morning fire at a complex in south san jose. almost 20 people were displaced including children. janine de la vega has been on this since 4:30 this morning back now live to show us and tell us about the impact. good morning. janine. >> reporter: good morning. we're behind the town home complex want to show you the extent of the damage. there used to be a roof, a carport over here. it's completely gone, completely taken away from this fire. just look at the damage here. these cars are completely destroyed. the town home is gutted inside. piles of burnt debris. many of the families' belongings are gone. you can see flames and smoke coming from the townhome

complex on chenowith near snell. the fire grew to three alarms. firefighters say the fire jumped from the carport area and spread to the complex. it took firefighters about an hour to get it under control. 18 people were inside, including children. they all got out safely. one family lost all of their belongings. >> we lost couches, pictures, baby pictures. everything that we've owned from living here to hawaii moving back. everything is gone. >> reporter: one unit was completely destroyed. two others were badly damaged the red cross is helping the families affected. they are being put in hotels and given food and clothing. an investigator was here earlier to conduct evidence and conduct interviews to figure out what caused the fire to start. >> it's not unusual. not unheard of we've had several carport fires in the past. we don't know what started the

fire. the fire is under investigation. we believe it may have been in around around the car or a back patio. >> reporter: back out here live, fire officials are not calling it suspicious. they still need to do some more digging to figure out a cause. the townhome was been boarded up for safety. not other families did lose belongings but not as bad as the family that lived here. they are just grateful to be arrive. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. 8:35. now back to stormwatch. the chp has highway safety tips as we get ready for run two of the storms. there are always a huge number of crashes and fender-benders. the chp is urging drivers to

use this break between storms to make sure that windshield wipers are working properly and they should have their brakes and tires checked. many cities are offering homeowners free sandbags. some come already filled. people we talked to picking up sandbags yesterday said they are stocking up because their homes have flooded in the past and they don't want it to happen again. to find out where to pick up your sandbags in your area, go to ktvu.com and click on web links. while we have gotten a good amount of rain in the last few weeks, the bay area is still far off from where it should be. want to show you a chart right now that shows the forecasted rain that we should have by this time of year compared to the actual rain we've to then. in san francisco, oakland and san jose. as you can see, even with the rain, san francisco got in the last 24 hours, it is still only 31% of normal. oakland only 32% of normal and san jose also only 31% of normal. and even with the inch or so of

rain we'll get in the next couple of days, we still have a long way to go to reach the normal level. the rainfall season is over at the end of june. we have more stormwatch coverage on ktvu.com. you can check out the live radar on our website or by downloading the ktvu app. the b.a.r.t. board of directors is set to discuss a proposal to ban b.a.r.t. strikes in the future. brian flores is at the rockridge b.a.r.t. station with reaction to this plane and more on how the board of directors wants to get the public involved. >> reporter: good morning. we'll bring up the topic of the b.a.r.t. strike. certainly a lot of people weigh in on it because so many people were affected by it last year. we got a lot of strong reactions this morning. what if b.a.r.t. strikes were prohibited in the future. that's the topic of discussion tonight and they certainly want you to weigh in. now, the burt poord does not have the power to prohibit

strikes from happening. but keller plans to lead a discussion about whether voters should weigh in. he proposes an advisory ballot measure that will ask voters whether the state legislature should prohibit strikes on b.a.r.t.s. the alternative during contract negotiations would be for both side to go before an arbitration board where the decision of that board would become final. keller plans on touching upon those details during tonight's board meeting. as we mentioned, this remains a pretty hot topic. here's some reactions this morning on this proposal. >> my mom is a teacher. she gets paid $50,000 which is what a janitor gets paid at b.a.r.t. you can -- the fact that all of these salaries and everything is public record doesn't help their case. >> i always side with the laborer over the management. i don't think it's a good idea banning the strikes completely. i really think they are being

large children. >> reporter: now, during the strikes last year, union workers walked off the job twice last year. the b.a.r.t. board wants to hear from you on this which is why they are scheduling these meetings at night now in order to get more people to attend. in fact, the board of directors plans on having five nighttime meetings on the fourth thursday of each month. tonight's meeting starts at 5:00 at the kaiser center. b.a.r.t. police will be there to escort people attending the meeting from the 19th street station to the board meeting. we're live in rockridge, brian flores, ktvu channel 2 news. >> all right. 8:39. new information about the investigation into the death of a 3-year-old girl in napa. the napa valley register reports police made at least two visits to the apartment where kayleigh slusher lived in

the days before her death. police were called to the home after a fight and after a relative said she was worried the girl was not being fled. two gutsy convenience store workers in richmond turned the tables on an armed robber. the dramatic incident on san pablo avenue early yesterday was all capturedded on video. take a look. you can see the gunman walking in and pointing his weapon at a clerk. the clerk grabs the gun before a second store workers walks in and immediately makes a takedown move that you often see in pro wrestling. check this out. slams him to the floor. >> oh, yeah. i was nervous. but my adrenaline took over and i didn't think twice about it. i was afraid what would happen. >> williams then held the man

until police arrived. richmond police are calling his move heroic and they give him a medal for his bravery. they do not advise citizens to ever confront a person with a gun. amazing story. 8:40. a bizarre attempted murder investigation in campbell. police say the weapon, it was a speeding car. and the driver was targeting his own passengers. we're live near morgan hill where one lane of highway 101 southbound just reopened in the past ten minutes after a tanker crash shut down the freeway for more than seven hours. good morning. it's still a little bit slow in many areas. highway 24, for example, still showing signs of where and the drive times are up. we'll give you another update. still some clouds and some rain holding on. there's not much left. we're in between systems. one more is on the way for tomorrow. that one might be better. lucky charms!

s&p up 4. 8:44. let's bring you up to date on some of the other top stories we're following for you right now. we're expecting another storm in the bay area. heavy rain, strong winds in the bay area, starting tonight lasting through tomorrow. fire station number 2 in san rafael are helping out sandbags to protect against flooding from the new storm moving in. a big rig crash and a gasoline spill on the freeway caused major problems on highway 101 in morgan hill all morning. ktvu's tara moriarty has been on this since 4:30 this morning. you are back now and you teased this. there is a major new development out there. >> they just opened one lane of southbound 101. you can see behind me here. they've uprighted the tanker. if we swing around the right in this direction, you can see that the tanker is up right now. we think that some gas may be spilled out of there because the odor is pretty strong. the tow truck is gonna take the truck out of here and it shouldn't be too long before the entire freeway is back

open. we're on 101 southbound past the tennant avenue exit where traffic was forced off the freeway since 1:00 this morning. seven and a half hours. the chp says the driver was speeding when he lost control, hit the center divide and the tanker truck, the truck driver, swerved to his him and slipped into a drainage ditch. 3,000 gallons of gasoline spilled and half of that went down the drain. >> there was a drain about 100 yards south of the spill. it took about 3,000 gallons of gas and went into the creek that dumps into the river and goes into the ocean. >> reporter: the driver had just refueled and said that his tank holds 8,000 gallons. crews are trying to lessen the impact. they are examining to see how hutch seeped in. the evacuation order for the 14 homes has been lifted.

traffic is beginning to pick up a little bit in the northbound direction. that's the direction of the commute. that's the good news. pretty sign southbound lanes should be open. tara moriarty, ktvu channel 2 news. >> thank you. 8:46. assaulted on campus. the federal complaint filed by nearly three dozen women at uc berkeley. pam cook is in our newsroom with their fight to stay safe. good morning. >> well, the women held a powerful news conference to get attention for what they say is a dangerous situation where they live. >> there isn't one rapist walking around campus. there's hundreds. >> uc berkeley has violated their rights, they say, and that sexual assaults on campus are not taken seriously. former and current students say they've been and continue to be victims because not enough is being done to prosecute and punish the attackers. >> there are many being told, well, there weren't any

witnesses or being told that you don't have a case because there isn't anyone to cab rate what you are saying -- cab rate what you are saying. he's such a nice guy. >> the university wants to do the right thing. it's willing to make changes if necessary. a spokesperson says the school has already added resources for reporting assaults on campus and has added a position to help victims as the case is being investigated. i just researched this a bit online. there are similar federal complaints and lawsuits at other universities across the country including university of connecticut, dartmouth and usc. pam cook, ktvu channel 2 news. 8:48. a south bay man is in jail facing felony charges in a bizarre eight tempted murder case. police say 27-year-old anthony mcsherry intentionally rammed his car into a house in campbell on busy san tomas aquino road yesterday afternoon. police say the driver may have been going 60 miles an hour when he smashed his car into a

house that was apparently picked at random. police say a woman and her two young children were also in the car. >> witnesses heard the engine rev and the vehicle attempt to accelerate. that combined with the statements made lead us to believe that this was intentional and that he was trying to harm the occupants of the vehicle. >> the woman and her children were taken to a hospital checked out and later released. the people inside the house, they were not hurt. now, cam bem police identified -- campbell police identified the driver and he faces charges of attempted murder and driving under the influence. 8:49. want to check in with sal and see what's happening on the roads, including highway 24. >> that's right. it's still busy on highway 24. 15-minute drive time from walnut creek to oakland. it's busier than it normally is. the drive time at the bay bridge has become better its

on the owner's religious believes. >> i believe this bill has the potential to create more problems than it purports to solve. >> it was misportrayed. people thought it was a bill designed to use the law to discriminate against people, especially gays. that was never the case. >> many business owners in arizona had urged the governor to veto the bill, concerned about an economic backlash. a state in texas has struck down the ban on same-sex marriage ruling that the laws restricting marriage to a man and a woman violated the u.s. constitution. yesterday's ruling is a major legal victory for gay lights supporters in one of the biggest states in the country. the judge issued a stay on the ruling. so the state has time to appeal. 8:56. the trial period for a private security company in oakland patrolling the rockridge district, it's ending. the company says it's not
